Look for wjecf_get_limit_to_options in includes/pro/WJECF_Pro_Limit_Discount_Quantities.php.

This allows you to create a new option for the ‘Limit discount to’-dropdown.

Usage is documented in the source, and you can look at the internal options in the same source file as an example.
