I can’t really test omniadvisor because winter already applies Free Shipping, but to me it looks like it works also.
i went to the site on my phone as a regular customer and used both and i still have a shipping charge…

No, it doesnt come up for AZ zip codes, as that is what I have for testing, if that’s the case, how can I fix that? I have the option to pickup in AZ or ship
Configure the shipping method in the right shipping zone(s). See WC documentation.
I have the “free shipping with coupons” set to the whole US…thanks for the help though. Onto the next support!
