I’ve never heard of a limitation like that. Is PayPal Plus the same as PayPal? If it’s a limitation of the service than we can’t solve this. If it’s a limitation of the gateway/plugin I suggest you contact the author.

BTW: we have a store that sells products that cost less than 1.50 using PayPal without issues.
