apply coupon when exluded categories are in the cart

Hi,I have set coupons to be applied when a certain number of items (bottless) is in the basket according to a range
example: when items in the cart are between 31 and 36, apply it.
The coupon also has product categories (events) that are excluded from the coupon

If I have this order
36 bottles
2 events

coupon cannot be applied because number of items in the cart exceeds 36.
But, if the +2 items belong to an excluded category, why they are counted??
How to exclude them from the sum??
