Cannot reach www.soft79.com from Bluehost in the U.S. to validate license key.

Like other posts, I am unable to validate our license key. I’m on Bluehost in the U.S. and getting the same error as other:
Could not validate the license. Invalid response from server: cURL error 28: Failed to connect to http://www.soft79.nl port 443: Connection timed out You will not receive automatic updates. Please enter a valid license key here.

I tried running the cURL comment from our webserver command line and also get the timeout. Running a traceroute shows that the server is unreachable from our server. It gets out of the Bluehost network, so they are unable to help me — telling me I need to contact the vendor. Here is the traceroute:
