cURL error 28

This error is being generated by WooCommerce Extended Coupon Features PRO plugin v3.1.2 (in debug.log):

“WooCommerce Extended Coupon Features error: cURL error 28: Connection timed out after 5000 milliseconds”

This error is being generated every time:
a) the plugins page is displayed (wp-admin/plugins.php)
b) any plugin is activated
c) any plugin is deactivated
d) any plugin is updated

Whatever is causing the error causes a significant slowdown in activation, deactivation, and updating of all plugins — and display of the plugins page.

This issue does not appear to affect front-end performance.

Deactivating WooCommerce Extended Coupon Features PRO plugin v 3.1.2 causes the errors to stop.

Are you aware of this, and do you know of any fix for it?
