Minimum spend subtotal excluding taxes

I already post this topic on WordPress.org, I don’t know if it’s better here, I just read your comment on the site… So, there is my question 🙂
I have a question, I need to apply discount before taxes, the plugin do it perfectly. My problem is I have customers who paid with taxes and customers who paid without taxes.

Actually, we can define the minimum spend on subtotal including taxes. Is it a way to define the minimum spend on subtotal excluding taxes ?

I tried to put 1000€ taxes included, so this is 833,33€ taxes excluded, but the problem is the discount is not applied if the price is under 1000€ taxes excluded.
